I am not a sts fan and I find creating templates without it as being more productive. I know that for some people it can be very helpful, but not for me..
Now, to create your header file, first of all export your current design into html. When you are happy with your html file, go to includes/header.php open it and replace the html code there, with the one you just created. Pay attention to existing if else statements, and error cases..
Since your header.php file only contains a tiny part of html code you will have to alter the main Verisign site files as well. Especially if you need to change the width of the site..
Oscommerce comes with a great pack of methods and classes which help you customize it extremely easy. A good thing to do, would be to spend some time looking at the methods and classes. If you do this right you'll get to a point when you'll be able to draw your templates in such a way that they'll be compatible with everything..
This may or may not help you. If it doesn't, I'm sorry but I am not very good at explaining things..
Also, try getting a ready made template and look at how others managed to do the job..

Well I am using STS now, I created an html header and named it header.php.html then I placed this.

From the image you've linked to I'd say the first step is to knock out the right column....
To do that you're going to have to learn some HTML and PHP. Or use one of those contributions like STS but I don't know how effective they are..
If you learn the code, you'll need an editing application like Dreamweaver too. Then it's really just a mattter of deleting the right column, moving the php code in there to where you want it if you want to keep it (it's really just a load of includes(blablabla.php) so unless you want the pointless bits of information they can go for good). As mentioned before, your header would be header.php but past that it gets really confusing (for me anyway) and I've yet to figure it out, but it's just going to be more moving stuff around , creating and deleting tables etc etc....
OsCommerce is nicely organised, so creating your own store from scratch bsiaclly means setting up a REALLY basic page and sticking in a bunch of includes(page.php) wherever you want them to appear... then setting the configuration in the database to match the layout you've produced..
I'm sorry this isn't much help, but it's a start if you want to go down this route. the other choice is STS or similar, but i'm not the person to ask about that...

To quickly discuss your problem, you added the head info to the header template. Don't do this as your main template page will already have this information listed (you will be duplicated the info and will produce header already sent error messages)..
Remove the following from your header.php.html template:.
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">.
<meta http-equiv="Content-Language" content="en-us">.
<link rel="stylesheet" type="text/css" href="stylesheet.css">.
As well as the code at the bottom:.
Now be sure to add the include statement in your main template page that will pull in the header template:.
